The Choteau Area Port Authority was created by Resolution 818 of the Choteau City Council in accordance with MCA 7-14-1101 in May of 2017. The Port Authority meets on the 4th Thursdays of the month.

Community Coordinator Job Description & RFP

Need:

The Choteau Area Port Authority (CAPA) in partnership with Choteau Chamber of Commerce
(Chamber), Choteau Tourism Business Improvement District (TBID) and other community
organizations seeks to engage the contract services of a “Community Coordinator” to support and
enhance the administrative, project, and coordination needs of the community.

General Job Description:

The Coordinator will assist with administrative duties for CAPA and Chamber. The Coordinator will
also assist with coordination of outreach on community projects – contacting individuals and
organizations, promoting projects, facilitating grant writing and marketing needs, and informing the
public on community activities.

Supervision:

An independent contractor position, the Coordinator will be responsible for implementing activities as
directed by the CAPA board. Attendance at board meetings for CAPA and Chamber will be expected.
In the event that other community organizations want to utilize the services of the Coordinator, tasks
may be adjusted accordingly.

Proposal Specifications:

The Community Coordinator position will be a contracted part-time position of approximately 15 hours
per week but can vary depending on the time of year. Hourly range from $15 to $18 per hour. The
initial contract baseline will be for $13,000 annually for two years, depending on skills and experience.
While the coordinator may assist a variety of businesses and organizations, CAPA is the direct
contractor. Respondents may have experience in community involvement, administrative duties, and
public outreach. Good oral, written, and digital skills are important. Access to computer and phone
required. Respondents should live in the Choteau area. CAPA would like to have a contract in place
by December 2022. Start time is flexible.

Grant Writer RFP

Grant Writing Services RFP

Need:

The Choteau Area Port Authority (CAPA) in partnership with Choteau Chamber of Commerce (Chamber), Choteau Tourism Business Improvement District (TBID) and other community organizations seeks to engage the contract services of a grant writer. Over the past several years, the community has written and received over $200,000 in grants, mostly through volunteer efforts. At this point, CAPA and others recognize the need for professional grant writing services for community projects, events, infrastructure and other community enhancement opportunities.

General Services:

CAPA seeks the services of a Grant Writer who will work with CAPA , sponsoring community
organizations and the City of Choteau to write requested grants. Primarily, we need assistance with
specific grants, a Grant Writer may also explore and present grant opportunities. Although a grant
requesting entity may administer grants, assistance with grant administration may be needed. CAPA
hopes to develop a relationship with a grant writer who becomes familiar with our community and
needs and can supply services into the future.

Supervision:

An independent contractor position, the Grant Writer will contract with CAPA and also work closely
with the CAPA Community Coordinator and community groups on grant writing projects.

Proposal Specifications:

CAPA seeks proposals from individuals and groups to supply services for grant writing, grant
searches, and some grant administration. CAPA has an existing annual budget of $6000; however,
additional funding for individual projects could be available. Administrative fees to the grant writer
when applicable could also be available . Proposals should indicate what services the responder can
provide along with hourly or “project” fees along with other costs.

Digital Marketing Services RFP

Digital Marketing RFP

Need:

The Choteau Area Port Authority (CAPA) in partnership with Choteau Chamber of Commerce
( Chamber), Choteau Tourism Business Improvement District (TBID) and other community
organizations seeks to engage contract services for digital media marketing. Over the past several
years, the community has increased formal marketing with coordinated and targeted digital
advertising, creation of marketing and branding content, and other media activities.

General Contract Description:

The Marketing Contractor will create content for general and specific ads, place ads in a variety of
media – FB, Instagram, etc. The Contractor will also update other social media for the Choteau
community. Activities will be based on existing branding and marketing guides. Contractor will work
closely with the CAPA community coordinator for content information.

Supervision:

An independent contractor position, the Contractor will be responsible for implementing activities in
coordination with CAPA and the community coordinator.

Proposal Specifications:

The Marketing Contractor will have an annual contract of up to $6000 per year to include digital
advertising costs.
